China R Visa (High-Level Talent/Talent Introduction) Guide 2025

The R visa is for foreign high-level talent and individuals whose skills are urgently needed by China. It supports China’s national talent-attraction strategy and is typically issued for multiple entries with long validity.

Who Qualifies

  • Foreigners recognized as top-tier or urgently needed talent in China’s key industries (science, technology, education, finance, etc.)
  • Individuals selected for national or provincial talent programs (e.g., “Thousand Talents Plan”)
  • Internationally renowned experts, Nobel laureates, senior executives in Fortune 500 companies, professors at top universities, etc.
  • Applicants must obtain a “Confirmation Letter for High Level Foreign Talents” from the relevant Chinese authority

Required Documents

  • Original passport (valid for at least 6 months, with at least 2 blank visa pages)
  • Completed Visa Application Form (COVA), printed and signed
  • Recent passport photo (color, white background, taken within the last 6 months)
  • Confirmation Letter for High Level Foreign Talents, issued by the relevant Chinese governmental department
  • Proof of legal stay/residence (if applying outside your country of citizenship)
  • Additional documents as required by the consulate (e.g., previous Chinese visas, employment contract, etc.)

Application Process

  1. Your Chinese employer or host applies for the Confirmation Letter for High Level Foreign Talents from the relevant authority.
  2. Complete the COVA online visa application form and print all required pages.
  3. Gather all required documents.
  4. Book an appointment at your local Chinese embassy, consulate, or visa center (if required).
  5. Submit your application in person or via an authorized agent; provide fingerprints if required.
  6. Wait for processing (typically 4–7 business days).
  7. Collect your passport and R visa or arrange for return by mail if available.

After Arrival: Work Permit and Residence Permit

  • Register your address at the local police station within 24 hours of arrival.
  • Your employer assists you in applying for a Foreigner’s Work Permit (if you will be working).
  • Apply for a Residence Permit at the local PSB within 30 days of arrival, presenting your R visa, work permit (if applicable), health certificate, and other supporting documents.
  • The residence permit allows long-term stay and multiple entries.

Special Notes

  • R visas are typically valid for 5–10 years with multiple entries; each stay can be up to 180 days.
  • Spouses and minor children can apply for S2 visas with the same validity as the principal R visa holder.
  • All non-Chinese documents must be officially translated and notarized.
